[LDM #WOM-274153]: Reproducible bug in LDM 6.13.10

Hmm... 10 seconds might not have been long enough. pqact(1) is expected to be 
in pq_suspend() most of the time. A minute would have been better.

I've got something new but, given the above, it might not fix the problem:
