[LDM #TFK-703998]: Products not pulled into LDM queue

Don't expect the minimum virtual residence time to change much for a queue 
that's reached equilibrium. It can only go towards smaller values.

That parameter can be reset via pqutil(1).

The above shows that the product-queue of the NOAAPort LDM holds at least 1106 
seconds of data. That's about 18 minutes worth. That should have been 
sufficient to handle the switch-over.
