It appears that the listing you see from 'filewatcher' (which I am not
familiar with) is very old.

226 Directory send OK.

I did this FTP from my Ubuntu Linux machine. I also get the same listing
when I go through the LDM Downloads page on our web server. Just to make
sure that I'm not overlooking anything, I ran FTPs from 5 Unidata
university community machines that I have login access to, and all worked
without problems.

My conclusion is that the USNA network is blocking access to our (and
probably all) FTP site. I seem to recall that Alex noted that this was
the case, so he downloaded the then current LDM distribution on a personal
machine possibly while he was at home.

A quick test that I recommend you run if you have a smart phone, and
it is connected to a cellular network, not USNA WiFi, is to go to
our LDM Downloads page in the phone's web browser and verify that
you can see the full set of files in the pub/ldm directory of
our anonymous FTP site.

Cheers,

Tom
