[LDM #WJF-652363]: Bug in LDM 6.13.2.6 beta

Do you need to run pqsurf(1)? If not, then disable the "EXEC pqsurf" entry in 
the LDM configuration-file. Otherwise, create the pqsurf(1)-queue first before 
starting the LDM.
