[LDM #CHX-269374]: NEXRAD3 feed did not fail over to backup when upstream LDM had an issue

That is odd. The feedtype/patterns in the requests are identical, so it should 
have failed over.

The LDM version that TAMU runs is irrelevant as the decision to switch is made 
by the downstream LDM.

I'll have to investigate.
