[LDM #QEL-970387]: LDM at NOAA

OK.  Did you make your changes to /etc/sysctl.conf active?  This is
done (by 'root') by either of the following:

- run:

  sysctl -p

- reboot

We have observed instances where the reboot option gets things working
while the 'sysctl -p' does not, so you may need to reboot.
