[LDM #BOV-866570]: LDM crashes on noaaport.admin.niu.edu, then sends the load average skyrocketing

After letting LDM v6.10.1 run overnight (with no problems), I stopped it this
morning, changed the runtime link to point at v6.12.9, edited 
~ldm/etc/registry.xml
and added the anti-DOS <server> tag, and restarted.  When I took a look at load
averages about 20 minutes later, they had risen to 7 and the top CPU users were
'ldmd's:

I then stopped the LDM (I had to kill the 'ldmd' processes by hand and
delete and remake the LDM queue to), switched the runtime link back to
v6.10.1 and restarted.  The load averages returned to their low values:
