[LDM #ARV-572640]: ldmd.conf issue

Steve Chiswell provided us with the code modification to the NOAAport
ingest code that will recognize data being received on the new PIDs
in the test NOAAPort SBN.  Steve rolled the change into a pre-release
LDM 6.12.5 version, and we are testing the change on our test NOAAPort
ingest machine, desi.unidata.ucar.edu.
