I think what you're seeing is all 120 sites trying to send their entire 
product-queues to you simultaneously.  The promoted client doesn't have any 
memory of connecting to the radar sites, so it uses the most-recent product in 
its queue.  Only one of the radar sites has that product in its queue: all the 
others don't and so they retransmit their entire queue.  The promoted client 
discards the incoming (duplicate) products until it sees one that's not in its 
queue.

How fast can a radar site send it's entire queue?
