[LDM #KAK-226817]: pqact wierdness

One thing to look into is exactly how the radar products are
being processed by the downstream site.  A too-simple implementation
of an LDM NEXRAD2 decoder can result in product loss even though
all products are received.  This happens when the "pqact" process
runs out of file-descriptors and data-products arrive out-of-sequence.

Incidentally, you might like to know that the extended regular
expression substring "([0-9]|[0-9][0-9]|[0-9][0-9][0-9])" that
you used in your investigations can be simplified to "([0-9]{1,3})".
