[LDM #IVY-788261]: ldm-6.4.6 NTP requirements

Thom,

We've never conducted rigorous experiments on the degree of
clock accuracy necessary. I can tell you from experience,
however, that if your clock is accurate to the nearest tenth
of a second and is monotonic (i.e., doesn't jump backwards
in time) then you won't have any time-related problems.
Both of these requirements are easily obtained by running
an NTP daemon (e.g., ntpd) that continuously adjusts the
clock slew rate. Stratum 1 servers would be fine.

Regards,
Steve Emmerson
