I sympathize.

The problem is that there's no way for the ldmadmin(1) script to know if
the LDM server is going to start something that requires the existence
of the pqsurf(1) configuration-file.  Checking whether the $surf_path or
$surf_size variables are set won't do it because they're set by default
(though not used by default).  Consequently, most installations would
break.

This is why I always advise executing the command "ldmadmin watch" after
starting the LDM system -- so that you know that nothing untoward
happened during startup.
