TS_ZERO means the beginning of the epoch (i.e., 1970-01-01 00:00:00 UTC)
and corresponds to a numeric value of zero.  The data-product whose
metadata was printed in the above had a creation-time of zero.  The
creation-time is set by the LDM ingester that created the data-product.
