[IDV #QWW-235588]: Issues with changing background map orientation and uploading data from txt file

Somehow,  your data and header do not match.

Are you a student?  If so, I may be able to provide a zoom remote teaching 
class for you. You need to learn how to create a new projection for
the area of interest.
