[IDV #QPU-548169]: IDV says no "usable time axis" but Panoply can open it

Hi Brian,

I think you are right, it is the problem of the IDV, or more specifically the 
netCDF-Java library. If
you rung IDV 5.5, you can load and display this dataset as gridded data or 
GrADS binary file. I will check
with Sean to see what is the problem here.
