[IDV #JWC-587009]: Change to 80km GFS precip field?

I checked with Sean regarding this change, and he said; "Indeed, it looks like 
the GFS 80 has updated and now has a total run time accumulation [(start of 
run) - valid time], 
which are still mixed intervals." So, I will say it Grib1 parameter issue.
