[IDV #ZLG-717150]: 20190611: GOES-16 GLM lightning usage

OK, so the issue I wrote you about is not being caused by you or anyone
else where you work.

OK.  What is the IP address of your machine?

The GLM support is included with the latest versions of the IDV, but
not in McV... yet.

Yes.  In the version of the IDV prior to v5.6, there was a bug that would cause
the IDV to make GLM requests once-per-second.  As you might imagine, this was
causing unwanted load on lead.unidata.ucar.edu.

The IP address and name of the machine we see causing a problem is:

138.219.13.90 <-> 138-219-13-90.reverse.cablecolor.com.sv

I realize that this looks like a private user (cablecolor.com.sv), but I
was unsure who is providing the network for the El Salvador Weather
Service/Met Office.

If you have _any_ insights who might be associated with the IP address
above, we would be delighted to hear who this might be so we can contact
them to upgrade their IDV to the latest version available.
