If you don't have the privilege to modify the file and have to live with the 
current format, I have a better solution here:

install the attached jar file open the plugin manager: Tools > Plugin manager, 
and then File > install from file > NCST.jar

restart your IDV.  Now you have a new data source type named NCST12 Data files, 
you only need to specify this type each time loading this kind of NCST file. 
You don't need to 
worry about the ncml or do any editing. Life is good.
