[IDV #KEW-533623]: IDV-Windows 8.1

Brian, 

Please download the IDV from here:

http://www.unidata.ucar.edu/downloads/idv/current/index.jsp

Select the Windows 7 version.

Webstart is not in the best shape these days and we aim to fix it soon.

For the time being, please use the regular desktop version that makes
best use of memory.
