[IDV #VHO-475307]: BUFR files work in IDV 3.1u1 but not in 4.0u1

Greetings Ghansham,

Both tickets have been marked as fixed. Would you mind
pulling the latest target-4.3.18 snapshot from git, building
a new ncIDV, and giving it a try?
