[IDV #UOT-467375]: Color Table via command line?

Dan,
    A plugin is probably the only way of input a color table as a command line 
argument, the other option is to use the site path to tell IDV where the 
resource is located. But once you have the color table installed in the local 
IDV, you probably do not to do that every time. If you still want to run the 
gui instance of the IDV, all you need to change the runIDV script.
