[IDV #MUO-483529]: Vertical Profile - Wind barbs

This will be in the next nightly build.  Under View->Parameters, pick
the chart properties and set the position.

Cuz we never implemented that. ;-)  It's in the svn repository and
will be in the next nightly build.
