[Support #ZLR-921995]: IDV differences

The system color tables are contained in idv.jar in the 
/ucar/unidata/idv/resources/colortables.xml file.  Any that you
create are stored in the .metapps/DefaultIdv/colortables.xml file
in your home directory.   We have our own XML format that's not
very easy to read.  However, you can use the Color Table Manager
to export any color table to GEMPAK format by using a .tbl
extension on the filename.
