[Support #ZLR-921995]: IDV differences

Okay.  Right now we make no distiction in the radar mode.  A color table
is a linear mapping of colors along the range.  So, in clear air mode,
you would just change the range.

Gempak is text - three column R G B.  McIDAS is binary.
