[IDV #KSZ-381391]: Level III Radar

     I will probably add more level 3 products to our library since Unidata IDD 
has been able to access more level 3 products now comparing to the time when 
this library is written. For above products you mentioned, we retrieve the 
elevation information from the raw file. However, N0W is not being tested here, 
I will try to find out the difference between N0V and N0W.
