[IDD #JPM-930925]: missing NEXRAD3 products

There are no issues on our top level IDD relay clusters.

A comparison in NEXRAD3 data volumes reported by NOAAPort ingest machines
here at UCAR in Boulder, CO, at the University of Wisconsin in Madison, 
WI, and at Louisiana State University in Baton Rouge, LA shows that
there was a measurable decrease in number of products between 12 and
17 UTC today:

These all indicate that this decrease in number of products was systemwide; it
was/is not a result of problems in our top level IDD relay clusters.

It could be the case that Hurricane Ida's passage has resulted in fewer (or 
none) reports
from radars in its path.
