[IDD #UKH-883070]: American Nexrad3 issue?

It appears that there less than expected numbers of NEXRAD Level 3 products
sent in the NOAAPort SBN and then relayed in the IDD NEXRAD3 feed during the
14, 15 and 16 UTC hours today.  Here is the URL for the NEXRAD3 volume plot
for one of our NOAAPort ingest machines:

Other NOAAPort ingest machines that feed into the IDD showed the same decrease
in numbers of NEXRAD3 products during the same hour indicating that the 
event was systemwide.
