[IDD #QBL-783661]: split LDM REQUEST for CONDUIT feed

Hi Rick,

Sorry for the silence yesterday... our governing committees are meeting
here in Boulder this week (T-Th), and we need to be in the meeting for
certain portions to answer questions, so getting to support questions
can be very difficult.

An LDM installation includes one step that needs 'root' privilege
to complete, and that portion will add the setuid root bit to the
LDM utilities that you listed.

Question:

- what user were you when you tried to run 'ldmd'?

If you were not 'oper', can you become 'oper'?

Blindly changing permissions is a BAD idea; please don't do it!

Cheers,

Tom
