[IDD #VSG-284829]: Additional IP address for NOHRSC ldm computers

OK, we have made the change you requested.

Please test that the LDM on your new machine can access either/both
of the top level IDD relay nodes that we maintain here in UCAR:

<as 'ldm'>
notifyme -vl- -f ANY -h idd.unidata.ucar.edu
notifyme -vl- -f ANY -h iddb.unidata.ucar.edu

Please let us know when your testing has concluded so we can remove the
temporary ALLOW.
