It is our understanding that the 13 km RAP should go out to 18 hours.
I found a reference for this using '13 km rapid refresh noaaport' (with
no quote marks) as a search key in Google.  The first link is:

The information on the 13 km RAP addition to NOAAPort is contained in:

NWS TIN 11-19

The IDD NGRID feed contains all of the "high resolution" GRIB2 model output
being broadcast in NOAAPort.  The NWS controls the content of NOAAPort, so
if things are missing, they will need to be alerted.

This is correct.  There is RAP data in CONDUIT, but it is not the 13 km
CONUS.
