[IDD #YYT-234815]: Ship and Synoptic obs not received after 06-07Z every day since 9/1

OK.  I added all 4 actions to a new LDM pattern-action file on my workstation,
and I am sending all WMO data to a separate instance of pqact for processing:

my ldmd.conf entry:

exec    "pqact -f WMO etc/pqact_wmo.conf"

Aside: the entry you have in your ldmd.conf file:

EXEC    "pqact -f PPS|DDS|WMO /usr/local/ldm/etc/pqact_wmo.conf"

can be simplified by eliminating PPS|DDS from the feeds to process.  The
reason for this is that WMO is a compound feed type whose definition is:

WMO == IDS|DDPLUS|HDS == IDS|DDS|PPS|HDS

This has _nothing_ to do with the problem you are seeing... I only mention
it to make sure you knew that adding PPS|DDS to WMO does nothing.

Yes, this is completely strange!

My plan is to run my LDM (v6.8.1) for a full day and then see if there
are any differences in FILEd files.  If there is not, I will upgrade
my LDM to 6.9.8 and rerun the same test.
