[IDD #QRO-177042]: Seeking Conduit data

You can use idd.unidata.ucar.edu, or idd.cise-nsf.gov as your failover
for the CONDUIT datastream.  Since PSU is taking a leading role as a
toplevel IDD relay, instances of needing a failover should be few and
far between.
