20030923: Missing RUC grid files

Patrick,

You have what is being sent on NOAAport.

The output times you can expect are F000, F001, F002, F003, ( F006, F009,
F012 ). The latter three times are for the 3 hourly extended runs.
The other times F004, F005, F007, F008, F010 and F011 are just
a small set of parameters.
