20021227: DDPLUS vs HDS

Harry,

The NOAAPORT NWSTG channel is split to IDS|DDPLUS and HDS
feeds based on ascii readable vs binary respectively.

Looking at SACN87 CWAO, you will see that there are
\016 (^N) and \017 (^O) characters within the bulletin that
are triggering insertion as HDS:

^A^M
517 ^M
SACN87 CWAO 271900 RRA^M
WZG SA 1900 AUTO8 M 9.+ M 078/-09/-12/0000/M/ 8024 ^N41MM^O=^M
^M^M
^C

The DPA data in SDUS8x is binary as well.

Other binary data like bufr, redbook graphics, etc will also
be in the HDS feed.

The configuration was based on pqing and FOS like compatibility
which really aren't 1 to 1 matches with NWSTG categories 1 to 7.
