Subject: 19990919: shef data

Here is the NWS www page with SHEF documentation links:
http://hsp.nws.noaa.gov/oh/hrl/general/indexdoc.htm

Peggy Bruehl wrote the dcshef decoder for Gempak which is very
robust in terms of types of reporting formats and data handled.
