[GEMPAK #QDI-231165]: GEMPAK For Windows 10 64 Bit

There are no Windows-native versions of GEMPAK.

The best approach for using GEMPAK on a Windows machine is to install
a Linux (e.g., CentOS 6 or CentOS 7) VM on your Windows machine, and then
build and use GEMPAK from within it.
