[GEMPAK #NAG-770104]: VOR Locations

Hello Paul,

From the header in vors.tbl, it appears the data first came from the Aviation
Weather Center (AWC). From their website I can find

http://aviationweather.gov/static/info/advsry/
and
http://aviationweather.gov/static/docs/advsry/advisory.txt

Their file has 323 entries while the GEMPAK vors.tbl has 387 entries. Some of
the GEMPAK data tables include stations no longer used operationally so that
archived data of any manner can be displayed. That is likely why the
NAWIPS/GEMPAK table has more entries than the AWC maintains.
