[GEMPAK #GVB-320142]: DCUAIR problem

DCUAIR will look for FOS formatted WMO bulletins which have a certain control 
character sequence delimiting them. the data that you are using does not have 
these so dcuair will not find any bulletins to decode.  The simplest solution 
is to preprocess the file to fit a FOS transmission format.

I modified the file by adding header info taken from another example ( 
http://www.unidata.ucar.edu/support/help/MailArchives/gempak/msg03796.html ) 
and also included line breaks between reports.

I was able to successfully decode this file with the following command:


dcuair -d - -c 100617/2252 -b 100 raob.gem < soundingtest

where "-c" is set to the current time while "-b" option specifies the number of 
hours to decode prior to "current" time.
