[GEMPAK #UCD-933316]: Install GEMPAK5.10.2 source fail

On our Fedora Core systems, xpm.h is found under
/usr/X11R6/include/X11/xpm.h

And libXpm.* are found under /usr/X11R6/lib.

There is a configuration available to use the xpm source within the $GARPHOME 
directory.
You can copy the file:
$GARPHOME/config/platform/Makeinc.linux64
to
$GARPHOME/config/platform/Makeinc.linux

The default is to use the system supplied package to avoid potential conflicts.
