20040917: ACARS data in GEMPAK format

Donna,

All the ACARS data are now using the header that the second line will match.
The dcgunzip script can be copied from $NAWIPS/bin/scripts/dcgunzip
which is a wrapper for your system's gunzip command to process
the data from a pipe to an output file with logging.
