Waldenio,

The PDS table version number 254 you are using will be used
to lookup a wmogrib254.tbl to define parameters 1-127 and a
cptecgrib254.tbl for parameters 128-255.

You can create a link from wmogrib128.tbl to wmogrib254.tbl
if these are the same. GRIB allows the table version to be defined
internal to the data so that the data format is extensible.
