bug in GEMPAK dcaft decoder



The following pirep, I believe issued by Tokyo:
        PIREP MOD TURB OBSD AT 0408 90NM NE OF RUSAR F310 REPORTED BY B747
is decoded by dcacft as being over Modesto, CA (MOD).  It also doesn't pick
up the flight level or the moderate turbulence.  Other similar pireps appear
to have the location decoded correctly if the second word isn't MOD, and
rarely the phenomena reported is decoded correctly also.  Here's the ones
we've received for the last twelve hours that are in the same format:
