Clint,

Your SFPARM specifies smsl>0 in SFMAP, whereas your NMAP2 is just smsl. 
The mexican stations are missing PMSL (might report alti though),
so they are being filtered out of your plot since they do not have values 
of SMSL greater than 0.

I don't think you need to use the ">0" in your plot, because
SMSL will leave the missing values blank.
