20020309: dcwatch, dcwtch do not produce output files.

Robert,

Could be a change in the bulletins that affect the decoders.
I will have to look into this. I haven't yet look into our data here
to see if the same problem exists.

I am not currently in the office since we have a new baby that
was born in our snowstorm Friday and came home Sunday afternoon. 

Hopefully I will be able to look into the problem in the odd hours 
of the morning.
