Robert,
besides looking for SNOW in surface reports, I've considered using the
RUC hourly grids (like I do with the precip type products I create)
to create a mask for precip based on something like RELH for
the various boundary layer levels and/or PRXX and use the MASK function
after the fact rather than excluding clear air at the start.
I know other approaches using the ground clutter removal
in the radar displays with distance to the radar center.
