[netCDFDecoders #LXW-373412]: surface synoptic data

Hi Wesley,

Thanks for reporting this problem. A new install of perl caused the problem. 
It's been fixed but it's going to take awhile for the data to catch up. The 
data from the 7/20 to 8/3 has been lost, so only new files will be created.
