[Datastream #EDS-589576]: Nexrad data folder has the wrong date

I am hoping that there is enough information in the recent email exchanges
on the gembud list for me to be able to get things working in short order.

Well, it was the same situation with the Y2K bug.  Who would have guessed
that there would be a similar bug for 2021?!
