When I did a search for HESW airport I found this:

So the HESW code may have been just assigned, and is why it doesn't
show up elsewhere.

SEW is the IATA code. I've seen Siwa Oasis North Airport listed with an ICAO of HE24. This is what it is listed as on the weather.gladstonefamily.net site. Although I can't fathom the use of the word airport. It appears to be a short runway plowed out of the sand next to a road. No buildings. Nearest "town" looks to be about 8-10 miles south. Where they would have put an automated weather station to produce metars, I can't say...
