[Datastream #HAX-597474]: NEXRAD on AWS down?

We've been fighting a network-related issue that is hampering the distribution
of real-time NEXRAD Level2 data (IDD feedtype NEXRAD2) to AWS.  We do not have
an estimate for when the problem can be found and fixed/worked around.
