[Datastream #BBW-757511]: GOES-15 08:30 scan missing

Hi Sandra,

Quick update:

I was incorrect in saying that the ingest log file on goeswest.unidata.ucar.edu
indicates that 08:30 scans should have been available for yesterday, the
day before, etc. in the NH (WEST/NH) dataset.  I misread the time stamps
to be local time not UTC.

The log file shows that the 08:30 scan for yesterday (Julian day 102)
was classified into the OTHER (WEST/OTHER) and ALL (WEST/ALL) datasets
instead of the NH (WEST/NH) and ALL (WEST/ALL) datasets.  I am assuming
that this assignment is a result of the scan not matching the definition
for being classified into NH.
